Windows Users/Skype/Web Cams

Windows users! Qvestion!
I'm trying to buy a web-cam for my roomie. I don't actually know precisely what kind of computer she has; I think it's a Dell laptop with Vista? Or XP. I'm not sure how that works. But she has friends in random places (LIKE ME) and therefore needs to be able to Skype (WITH ME). But knowing her she'll keep forgetting unless someone drops it in her lap. So!
I'm trying to find something in the under $30 range. Does anyone have any good recommendations, of something they know works with Skype? I'm sure this isn't nearly as complicated as I'm making it, but. Just want to check!
